Usually most of the CAT, MAT, UPSC coaching institutes give NET/SET coaching. You can visit the nearest center to get the details
Eligibility for NET
1. Candidates who have secured at least 55% marks (without rounding off) in Master's Degree OR equivalent examination from universities/institutions recognised by UGC in Humanities (including languages) and Social Science, Computer Science & Applications, Electronic Science etc. are eligible for this Test.
2. Candidates who have appeared OR will be appearing at the qualifying Master's degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test.
Eligibility for SET
1. The candidates must have Master's Degree from an institution recognized by U.G.C.
2. The candidates other than SC/ST category who have secured atleast 55% marks (without grace) in Master's Degree or equivalent examination, are eligible for this test. SC/ST/PH/VH (PH-Physically Handicapped. VH-Visually Handicapped i.e. Blind) category candidates who have secured atleast 50% marks(without grace) in Master's Degree or equivalent examination are eligible for this test.

So, regarding this please remember every university has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, in order to pursue masters degree from universities in UK, you need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-70% plus in graduation, plus you need to take IELTS test to prove your english language proficiency.
IELTS is a test which need to be taken by students whose first or native language is not english.

I would like to answer the 2nd part of your question first, that is "Is it worth to shell a lot in US for education rather than pursue MS in Top German universities which are state funded?"
I would like to say that Germany is a country onkwn for its technical advancements, especially Mechanical and Automobile. In order to pursue Computer Science, you can try in various universities in U.S. and U.K. where it is a very common course and a lot of universities offer it. Few good universities are SUSSEX, KENT, BIRMINGHAM, BRADFORD in U.K. and in U.S. University of Pennsylvania, George Mason University, University of California Irvine etc.
However this doesn't mean that Germany cannot be considered for the same. You can go for CS from top German Universities. Both the Universities (TU Munich and TU Darmstadt) mentioned by you fall in the category of finest German Universities. To get more details about the same and to get necessary guidance about education in Germany, you visit DAAD. DAAD is officially authorized to provide information about education in Germany.
