I would like to answer the 2nd part of your question first, that is "Is it worth to shell a lot in US for education rather than pursue MS in Top German universities which are state funded?"
I would like to say that Germany is a country onkwn for its technical advancements, especially Mechanical and Automobile. In order to pursue Computer Science, you can try in various universities in U.S. and U.K. where it is a very common course and a lot of universities offer it.
