For Indian Economic Service a candidate must have:
-Post-graduate degree in Economics/Applied Economics/Busines Economics/Econometrics for IES
-Post-Graduate degree in Statistics/Mathematical Statistics/Applied Statistics for ISS
-Degree should be from a University incorporated by an Act of the Central or State Legislature in India or other educational institutes established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956, or a foreign university approved by the Central Govt. from time to time.
IGNOU is definitely a recognized university. IGNOU is granted the authority to confer degrees by Clause 5(1)(iii) of the IGNOU Act 1985. IGNOU is also recognised as a Central University by the University Grants Commission of India (UGC).
And henceforth your M.A Economics degree will be considered. Also graduation degree plays no role in it. You can go ahead.

Hi,
A course in Aircraft Maintenance Engineering is not a degree but a license course and only those institutes approved by the DGCA can impart training in this subject.
This training course is rigorous and only a few institutes offer training on heavy aircraft and jet engines.
-> Eligibility :
A student from the Science stream with a minimum of 50% (some institutes need 60%) in class 12th is eligible for a 3 year certificate course on aircraft maintenance engineering conducted by training schools approved by the DGCA.
-> Some of the institutes offering the course are :
-School of Aviation Science and Technology
-Delhi Flying Club, Delhi
-Indian Institute of Aeronautical engineering, Dehradun
-Hindustan Institute of Engineering Technology, Chennai and many others

Salary :
Salary depends on various parameters such as size of the organization, profile, qualification, experience, etc.
To give you a brief idea,
Electrical engineers are offered a pay package of Rs. 35, 000 - Rs 40,000 per month for the entry level position in private sector and slightly lower in the public sector.
For electronics and communication graduates is Rs. 15000-20000 per month in the public sector.
The remuneration may extend up to 4, 00,000 – 8, 00,000 lakhs per annum depending upon the caliber and experience of the candidate.
