I would advice you to wait till 26th June as the tentative date for cut off will be out on 26th June. Your selection will be through general or sports Quota (If applicable). As for selection of colleges, i would say that most of the colleges in DU are decent. Though the colleges with high cut offs constitute the top notch colleges.

there are a few options in Canada where in you can apply without IELTS as well. but i would like to have some particular information from your end before providing any option.
as you have done 12th in 2006 what exactly you are doing since then? Is your 12 regular? what is the percentage? In which stream you have done your 12th?
