All government engineering colleges are AICTE approved and provide M.Tech. course in all the core branches. GATE score is not mandatory by many of them but most prestegious govt colleges tkae through GATE only. Ph.D. is offered by many but not all. If you thinking of dual degree course, then government colleges do not offer that but JP institute (Noida, Solan & Guna) , VITS, Vellore and many more private universities of good repute offer them. For admission to Ph.D. now a days, entrance test and course work is mandatory.
My suggestion is, first you complete M.Tech., then think of Ph.D.

There are three categories of B.Tech colleges in India. First is IITs. There are 17 IITs and for admission, a candidate has to appear in JEE-IIT entrance exam after 12th and which is already over for this year.
