There are a few Indian universities offer B.Tech or M.Tech to students without any entrance. But for a better career prospect , it is suggested you do the courses in IITs through entrance exams. Few options include Amity, NIMRA COLLEGE OF ENGINEERING AND TECHNOLOGY. etc. Hope it helps.

Dear Soham, yes you may apply to UK with State Board provided your all 4 yrs of Academics are good. Your class 12th score of 80% is good & with a counselor's help you may apply to the universities for an easy entry. You need to have an IELTS for your English Proficiency for sure for filing your application or sometimes for your Visa in case your university does not give you a waiver for English.
