It's my best suggestion to you please stop of thinking in B.Tech biotechnology side, as I was a victim who did my B.Tech and M.Tech in biotechnology. Library wise IIT's and NIT's having vast type of journals and books, even Amity University and Lovely Professional University is also having good libraries. Placement wise no college including IIT's and NIT's are providing placements in core side for sure, but in Lovely Professional University few clinical trials companies providing them placements up to some extent. But if you are keen to go in to research side without expecting early returns from your studies, my suggestion to you to go for IIT's and NIT's.

WBJEE 2017 eligibility criteria for B.Tech programmes:
1) The candidates belonging to general category must have secured minimum 45% aggregate marks in class XII or equivalent exam, while, SC/ST/PwD applicants must have secured a minimum aggregate marks as 40% in class XII or equivalent exam.
2) They must have cleared class XII or equivalent exam with Physics and Mathematics along with any one of chemistry / biotechnology / biology / computer science / computer application as compulsory subjects.
3) The candidates must have scored minimum aggregate marks of 30% in English in class XII or equivalent exam.
4) They also need to have obtained individual pass marks (in both theory and practical wherever applicable) in all the three subjects in regular class mode.
