Most top universities in the US will require both GMAT and work experience. Having said this, you can still get universities that accept just GMAT, but these necessarily need not be a top choice. That does not mean you would compromise on the university reputation. Lot of public / state universities accept students without experience.
But you need to have good score in GMAT, preferably in the 600 and above to apply to these universities.

After completing BE you have 2 options:
1.To opt for a job.
2.To opt for further studies (MBA, M.Tech etc)
However, as per your profile I would suggest you to work for 2-3 years after completing your BE and then opt for further studies.
The advantage of this step would be:
- You will gain relevant work experience.
- After working you will know which course to pursue that can further enhance your career prospects, i.e. if you wish to build your career in technical field, then you may pursue M.Tech, whereas if you are interested in management then you may pursue MBA.
