Most Technical University all the best place to study Engineering, especially for Mechanical and Aerospace and related design programs.
Depending on what your strengths are, some of these universities also offer some very interesting inter-disciplinary programs that has a application and scope in the field of Mechanical, Automotive and Aerospace Industry.
Eg: Computational Science / Computational Mechanics, which involves studies in Computer Science, Maths and applied mechanics.

In order to pursue masters degree from universities in Germany, you need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-70% plus in graduation, plus you need to take below mentioned tests:
1. GRE.
2. TOEFL or IELTS.
Please note that the eligibility criteria for admission may differ from university to university.
However please remember since Germany is a non English speaking country, and their national language is German, so it is always advisable for students to pursue some basic level German language course before leaving for Germany.
