Your qualification is not too clear. Have you done a 2 year HND followed by a B.Eng in three years? or in total you have done 3 years?
Either ways, as long as your qualification is equivalent to Bachelor's honors or European / German FH Diploma, you will be eligible to apply as long as you meet all other requirements such as IELTS / GRE etc.
