He can study abroad but the answer will depend on what he wants to study, his academic grades that is how much he scored in his 10+2, where he wants to study etc.Also he completed his 12th 2 years back so he has to show the cause or nature of the gap.

You can appear for GATE Exam only during your last semester or after that.
And it also depends on your knowledge and hard work.
But it will be ideal to take coaching during the 3rd year or final year as you may get the deep knowledge of your branch only in the 3rd or final year.

Here are the eligibility criteria for CAT 2017:
The candidate must possess a Bachelors Degree with at least 50% marks or equivalent CGPA (45% for SC, ST and PWD/DA category).
Percentage obtained in Bachelors degree would be calculated on the basis of practice followed by the concerned university/institution. In case of grades/CGPA, the conversion would be based on the process defined by the concerned university/ institution.
In absence of any percentage conversion scheme, candidates CGPA will be divided by maximum possible CGPA and multiplying the result with 100.
