The best suitable course for you would be a masters in electrical engineering. Regarding job prospects and PR, chances are much better in Canada than New Zealand. However, if you are looking for PR and job propects, then the best country to apply to would be USA. In order to apply to US or Canada, you would need to take 2 tests i.e. GRE and TOEFL/IELTS(any of the 2). You should target atleast 1100+ in the GRE and 90+/6.5 in the TOEFL/IELTS if you want to make it to decent universities.

Hi, it would be really difficult to get admission into MSC or DDS as seats are very less and preference will be given for Canadian graduates. You can still try to apply and wait for few months and see whether luck clicks or not, if not apply to some other para medical related courses and move on. Once their, try to complete course, get job and PR. Once having PR in Canada situation will change a lot and you will get desire admission as preference will be given.
