Write to the universities, as a prospective Ph.D applicant. You must start networking. Check which universities currently offer research studies in your area. Email them, share your research thoughts and questions. They must show interest in you too. You will need some good recommendations too. Take your IELTS. The formal application process should start once you are accepted by research head.

It depends what you really want. If you are someone who is really looking for gaining knowledge with vigorous studies and training programs then I would recommend Greater Noida Campus. But, on the other hand, if you are someone who is keen on developing your overall personality along with your interpersonal skills I would recommend you for Gurgaon Campus, because of the fact that most of their faculty members have more Industrial Experience and one could get more Industrial exposure. The fee would be approximately INR. 6- INR. 7 lakhs.

To get eligible for the above course it is mandatory to have a Bachelor's degree.

JIIT has two campuses in Noida i.e. Sec-62 and Sec-128, wherein Sec-62 is considered better in terms of faculty, placements and overall stats.
So, is JIIT worthy of 12 lacs?
If you are planning for a private college, then I will recommend that JIIT is good for you. Spending same or more amount and taking admission in colleges like Amity, Sharda, etc., is no use.

The UGC NET exam is successfully held from 18th December 2018 to 22nd December 2018. The candidates who have appeared for the exam are eager to know the result and cut off marks. The NTA has released the UGC NET Answer key for the December exam and will release the final result on 10 January 2019.
