What is the condition of B.Tech in computer science and engineering at Roorkee colleges like COER, RIT, etc.? Do companies visit them?

See, no doubt, companies visit their campuses for the placement drive but the main problem is that they offer the job only to the top 10-20 students. All the other students simply have to give their interviews and they only get the offer letter asking them to join after 2 years or 3 years.
