I will suggest you LPU for CSE as their placement is good and infrastructure is also good. Faculty , environment as well as culture is good for coding. -
LPU provides specialization also in Cyber Security, Cloud Computing, Machine Learning, Full Stack Web Development, Big Data, etc. with a great curriculum which is benchmarked with foreign universities.
Placements are also good. CSE students got placement in Amazon with a package of 28 lakh per annum. As per the last year record of LPU, The average packages in CSE are from 4 to 10 lakh per annum. Both are very good and reputed colleges but LPU provides better exposure, placements, infrastructure to students. So LPU would be a better choice. -
LPU is better than Chitkara.

All the colleges are good in their respective parameters, but I will talk according to my experience . My younger brother is a pass out student of Lovely Professional University, he got placed in 7th semester in cognizant with very good salary package. Almost all his classmates were placed at that time. Placement record is hiking year by year. Collaborations with famed companies like GOOGLE, MICROSOFT , CISCO and many more to provide practical exposure to students is also a plus point of LPU. Moreover, campus is very beautiful, infrastructure of university is remarkable.
