Can a school withhold a student's admit card of class 12th if the child has not scored good marks or even passing marks in pre-boards?

Dear Yash,
School cannot uphold the admit card of the students to appear in board exams .They have to give fair chances to the student for their future. If you find any issue, you can report to CBSE, Ministry of HRD and even, you can take help from your area's MLA regarding the same.
