    In 31 marks, you will not get a good or a government college. I would suggest you to leave 1 year to prepare for engineering exam and cross the cutoff of 105, so you will get a better college.

    On basis of JEE Mains, if you don't want to give a gap for 1 year try in LPU, Amity University, Sharda University, Noida International University, Galgotias University, Kalasalingam University, Andhra Pradesh Goyal University Shimla, Saveetha Engineering College, Rama University Kanpur etc.

    If doing Engineering in computer science is your passion and your heart and interest lies in it, then It is not necessary that you should do your engineering only from IITs and NITs, if you are desperate and have great interest and passion to become a computer science engineer then you can go for various other Institutions that are also reputed and provide good quality Education. Some of those institutes are:
    BITS Pilani
    Lovely professional university
    PSG Technology Coimbatore
    National Institute of Engineering, Mysore
    BIT Ranchi

    You need to make efforts for the exams. Some universities are still taking their own qualifying exams:
    Christ University, Bangalore
    Madras Christian College (MCC), Chennai
    Amity Faculty of Management, Banasthali University, Rajasthan
    Lovely Professional University, Jalandhar is one university which has its exam for B.Tech, try to take the same it can be helpful.

    You made me recall, my result day of Class 12th, I had almost same scores as yours. I point I would like to highlight, that Your scores, doesn't decide your knowledge and learning. Well talking about Engineering College, I have done my engineering from LPU and with my experience, I can say that if you are looking for experienced faculty members, well-equipped labs, internship/training assistance, excellent placement, LPU is the best option.     As you belong to SC category. you have to clear the cut-off marks to get admission, you have less chances to get IIT or NIT or any of the government colleges but you can try for semi-gov. or private institutes. There are many good institutes such as:
    LPU
    SRM
    VIT
    Amity
    Chandigarh University
    Jaipuria University
    These are some of the best institutes for B.Tech in CSE.

    If you are not keen interested in computer languages, I don't recommend B.Tech in CSE or IT because in today's world, there is a huge crowd of students in CSE & in near future, there will be very tough competition in IT field.
    So, think twice before taking CSE or IT.
    Keep these points in mind:
    1. In most of the colleges first of all CSE seats are filled.
    2. Most of the girls do engineering only in CSE, IT or ECE
    3. Intermediate Commerce students have the option to do BCA which makes IT filled more competitive.
    4. Almost each student wants to become computer engineering. to get high package.

    IITs and NITs are good but it doesn't matter from where you are doing B.Tech. As per my knowledge, you should go for B.Tech from robotics and automation from Gulzar Group Of Institutes.
