If you don't have any problem in coming to Pune then join Ajeenkya DY Patil University. The syllabus is well customised for the current need and you will find a very friendly and cooperative staff. You will find a staff willing to take feedback and suggestions and happy to work with you. But your marks will be an issue.

Having 31 marks in JEE Mains, it is impossible to get any college through JoSSA JEE mains counseling, no matter what is your category. But beyond this, many private universities like VIT, SRM also conduct their entrance examination, if you have no financial problem then you can go for B.Tech in computer science in these universities. You have two options right now, 1st is to drop a year and prepare for JEE if you want to take admission in any reputed college and 2nd is to take admission in any private college. Wish you best of luck!

I am afraid that you get good government college for this marks, instead you try for private engineering college which have their own set of criteria for admission or take states exams marks and try to do well.
