    If you want to drop your year so I think your fee is doesn't get the return back to you but if you talk to your staff and faculty or your Dean, director, hope they provide you any solution. I hope you get your desired answer.

    I don't think the college will return the fee. It is your choice to leave the college. I don't know much about their return policy but i don't think any institute will return. In case, if you get also. It will take a long time.
