A degree doesn't matter if anyone is talented and the best idea about this is that he or she can do anything which they want to. In B.Tech, they learn about this but many learners learn just by seeing others or via Google. The special thing about web development is that pretty much all the learning materials you ever need is available online that too for free, there's nothing you can't learn on your own without going through 4-years of college and getting a CS degree. It's a fact in your engineering the knowledge you get on web development its very limited and you will be oblivious in practical production environment. I would suggest whatever the engineering background you have you need to have a separate Web development course from outside e.g. Individual professional or institute.
