I am not sure about MMS but in PGDM you do have chances in the last lists. Also apply to other colleges as you may get through a few others too and then you maybe in a position to choose.

Fees for MMS as well as PGDBM is the same, ie. 2.25 lakhs per annum. There's no concession for reserved category students .

Well there is only one polytechnic college in delhi offering Certificate in Library & Information Sciences that is Ahimsa Women's Polytechnic, New Delhi - Certificate in Library Science (Recognised). Apart from it all other colleges have Bachelors in Library & Information Science.
