See I think engineering college should be chosen based on its course content, faculty strength and backup and most importantly on its ability to give campus recruitment to past students. Just shortlist colleges on these criteria. Ask previous year pass out students how many companies came their for campus recruitment, how many got jobs etc. Then make the decision to join a college. Your rank is really more than what it could take for a top level polytechnic colleges. Why don't you go top a better hons level engineering college like B.Tech colleges or colleges offering BCA, rather than going for a moderate or low end polytec

Since you are just a fresher and after 12 you say, it is best you go for BCA. After BCA you can do M.S. in the corporate house you join. Recently BCA people are seen to have a huge development in their course. Their course is so built that they even surpass B.Tech people in knowledge and nowadatys jobs are also going to the people with better knowledge of the domain only. YOu have quite a lot universities and colleges which are recruiting students for BCA people. Only thing do not go for distance courses.
