Hi although UPSC does not mention horticulture as a subject of eligibility you are eligible if your B.Sc. horticulture contains any of the following subject
Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology, agriculture and forestry
Horticulture is a subject inseparabale from Agriculture hence treated as an agriculture subject only hence you are eligible.
The eligibility is as follows:
Age-limits
21-30 Years on 1st July of the year of examination
A Bachelor's degree with at least one of the subjects namely, Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Math

CAt examination is for admission to MBA after graduation. The eligibility for MBA is degree in any stream with minimum 50% marks. 10th & 12th results are not much relevant for MBA admission. But if you are asking about your caliber to clear CAT exam with this kind of marks, then I will suggest that in days to come focus more for systematic studies and when time comes for CAT exam preparation, enroll yourself in some good coaching center like TIME, PT education or Career Launcher.

As per your query it seems that you are interested in pursuing masters degree abroad, so please remember in order to pursue masters degree in ece work experience is not a mandatory criteria for admission.
However in order to pursue MBA from good universities abroad you need to have atleast 2-3 years of full time work experience after graduation.

Yes you are eligible for railway services as CSE degree holder. Computer science candidates can work in RailTel which is a IT subdivision of railways. If you are in 4th year of engg you can apply for railways. Recently railways has issued notification for the recruitment of engineers and is available in the "employment news" dated 10/3/2012
