24 is too low a score to secure a seat in a government reputed college. However, you may appear for other entrance exams and secure a seat in a reputed institution.

your score is quite acceptable in good colleges of delhi but make sure to choose the college according to certain parameters like:

faculty
internships
workshops
Alumini
curricular activities, etc.
