Usually migration is permitted on a case to case basis within the university itself in the second year. However, migration across institutes after the second year will not be permitted. However, do check with your current college on the guidelines.
If you are studying in the 1st year of a course and want to change the course after completing 1st year i.e in the 2nd year then you can change the course in 2nd year if you score a bare minimum in the first year or above and there are no backlog in any paper of 1st year. If you satisfy the above eligibility criteria then you can change the course after completing 1st year.

That depends upon the exam in which you've scored. September or February. I'll need marks and AIR for a certain answer. But by 87 percentile, your chances are 50%. But even if you don't get admission in B.K., you'll get it in other good colleges. I would not rely on B.K. this year much. If your rank is in Top 50 in Gujarat, you'll get it. Which has a rare possibility.
