That's good that you have posted this valid question. One thing I want to guide you that don't worry about the placements, just worry about the technology you are interested in as there is no shortage of jobs in CSE field. When you people will looking more into the interest, enjoyment in the field you chosen you will definitely crack that at any cost and will earn more of it.
Now coming to your specific question, Kurukshetra University is no doubt a good university if we see it's experience in the field of education. JMIT, Radaur; UIET,Kurukshetra are some of the renowned colleges in this university where you can have good sort of placements in CSE field.
Talking about the syllabus of Computer Science in Kurukshetra University, the syllabus is very huge and most of it become obsolete as it is 10-12 old syllabus. So one thing is for sure that don't opt CSE in Kurukshetra University unless until you are not wish to do something on your own.
Else i'll recommend you to explore more universities too like PTU,Punjab; Amity,Greater Noida; Chandigarh University, Landran; Thapar University,Patiala.

Usually migration is permitted on a case to case basis within the university itself in the second year. However, migration across institutes after the second year will not be permitted. However, do check with your current college on the guidelines.
If you are studying in the 1st year of a course and want to change the course after completing 1st year i.e in the 2nd year then you can change the course in 2nd year if you score a bare minimum in the first year or above and there are no backlog in any paper of 1st year. If you satisfy the above eligibility criteria then you can change the course after completing 1st year.
However, I would request you to contact your Head of Department regarding the procedure set forth by the college.

To pursue MS overseas you need to take the GRE and a test in English fluency. The Graduate Record Examination, GRE, is a standardized test, which includes the admission requirement for the graduate schools in the United States principally, and some other English speaking countries. This exam primarily focuses on testing the abstract thinking skills of the students. The areas that are covered include vocabulary, math and analytical writing. During the process of graduate school admissions, the emphasis level upon the GRE scores varies between schools. With a good GRE score you can also try for scholarships. After a GRE and TOEFL, you can use the scores to apply for admission to MTech, MS courses in subject of your choice. Funding criteria depends on country to country and college to college. However, you will be required to show proof of funds available and sound funding to go anywhere abroad. You must also prove that sufficient funds are or will be available from an identified and reliable financial source to defray all living and school expenses during the entire period of anticipated study. Specifically, applicants must prove they have enough readily available funds to meet all expenses for the first year of study, and that adequate funds will be available for each subsequent year of study. The proof of funding could also be in the form of documents showing approval of loan from a recognized bank as many students do go in for a student loan in case own funds are not available.
