Firstly there cannot be a comparison being held between a college and a University as both are different from one another; further University of Pune is an entity and whereas Fergusson college is its attribute i.e the Fergusson college is affiliated to University of Pune and hence there is no point to compare the same.

Firstly it is always preferred and advised to opt for a full time course instead of a Distance / Correspondence as the former one offers better value and quality of education as compared to the later one.
Yet to know about the institutes in India which are offering M.tech through Distance mode you may refer to the following link:

Hi, ICWAI is basically cost amnd management accounting and it is in line with CA. If you are interested in budgeting, costing, capital budgeting then this is definitely a good area. A fresh ICWAI can earn salary starting from 3 Lakhs per annum. MBA finance is different field and normally in accounts, mBA finance graduates are not given preference

HI Arshad,
What i believe for medical studies germany is not competitive as its famous for engineering and research studies however countries like USA, UK, Russia, Ukrain, China are highly famous for medical studies also in India opportunities are huge however if you wish to study medical studies from germany then try in these universities:- Charit, Medical Faculty, Humboldt University Berlin, University of Bonn - Medical Center, University of Cologne - Faculty of Medicine, University Giessen, University of Leipzig Faculty of Medicine etc.

As per your education qualification, its predictable that you would like to opt PhD in Computers or so and if so well the eligibility may differ from one institute to another yet in general, the following are the requirement for taking/ being eligible for the course:

The UGC norms have been changed for admission into M.Phil and Ph.D courses. Either you have to write an entrance or shd have wrk experience in a research based org. But there are no limitations geographically .
