Yes, after doing 12th in 2009, you can still start study in New Zealand in 2012 or 2013. However, you have to show to immigration during visa processing what you have been doing for 3 years after 12th. It could be that you were working in a job. Then that is fine. You have to give authentic proof of that job with the student visa application and immigration is expected to verify that.
