According to industry professionals, a degree holder is preferred over a diploma holder in the same field.

Yes, you can apply for CDS examination. The eligibility criteria for the examination is as follows:
(I) For IMA and Officers Training Academy: Degree from a recognized University or equivalent.
(ii) For Indian Naval Academy: Degree in Engineering from a recognized university/institution.
(iii) For Air Force Academy: Degree of a recognized University (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering.
Note: Those candidates who are in the final year of the degree course and have yet to pass the final year degree examination are also eligible to apply.

I doubt that you will be able to get direct admission in the 2nd year after a 3 year gap, however, you can request your institute to consider your application if there are any special circumstances to consider like medical problems, etc. You should check with your institute if they allow admission in the 2nd year after a 3 year gap. However, I doubt you will get direct admission in the 2nd year in a college where you have not studied.

60% is the minimum required passing percentage in your graduation degree.
BITS takes an online exam for M.Tech where you have to appear for two tests, one has English and maths and other has core engineering paper from your respective branch
Each branch has its respective syllabus for the exam.

BITS takes conducts the entrance test online for M.Tech. So, previous year papers are not available for practice, but you can take help from the samples papers available both offline and online for M.Tech entrance exam conducted by BITS. There are two papers, one includes English and maths second is your core branch paper.
So, you could practice from the above sources. Apart from it, if you are also preparing for GATE then the pattern is almost similar for respective branches which include both aptitude test type questions and core engineering questions.

it is 80 then you will get a top college.
If 75 then you will get a good college.
If 70, you will get an average college.
If 60, you will get a decent college.
This rule is for general category and candidates belonging to outside state category, for first merit list.
