US, Canada, Australia and Germany are amongst the best. However, finding a job in Germany is difficult. Finding jobs in Canada and Australia is comparatively easier. Go to US if you want to move to research field post MS. But, if you plan to get a job after MS then consider Canada or Australia. Also, for job you might want to try Masters in engineering.

Both are good options. If you are good in mathematics and have interest in accounts / shares / equity / corporate finance then you can go for finance. You need to be sound with financial terms to get a better grasp of finance. HR needs good communication skills which you can develop along with your 10th / 12th and graduation irrespective of which stream you choose. At the end, it's individual's interest where one finds himself / herself suitable.

Both IT and CSE are good. Its up to you to decide which subject you want to pursue, based on your interest.
IT is more of a professional track course. You are taught about systems and their functioning on a need-to-know basis. You are taught regarding the basic applications of a technology. It makes you an expert at the surface level of the tech, which will aide you to develop skills required at the industrial level. A good example would be a Network Administrator.
