Your question is confusing. The four rounds of JOSSA has already been completed on OCT 30, 2020 and Fifth round will on NOV 03,2020. So if you have not get your desired engineering branch than you have to wait and participate in the upcoming rounds of JOSSA counselling.

Beginner-Level 1

As far as I know, if he wants to do a proper degree it will be a graduation degree so for a graduate degree he needs to complete his board then only he can go for this course, and I don't know about private colleges but I think it's same everywhere but in IHM after 12th only he can give entrance.
