Hi Maya,
It would be next to impossible for you to pursue your masters in Canada as the degree requirement by 99% Canadian Universities is a 4 year degree or equivelent whereas your degree is a 3 year degree. I would recommended looking for universities in UK or Australia.

You still have more than 2 years before you become eligible for UPSC. I suggest at the moment you keep your main focus on your engineering subject. But simultaneously also study your engg subject from the point of view of UPSC exam because most likely you would want to take your branch of engineering as the optional subject for UPSC. If your branch of engg is not permissible in UPSC exam then you need to choose your optionals now itself and then plan it study it sumultaneous to your engineering. But the main focus should be on clearing engg at the moment. Get hold of some mock test papers to give you an idea about the type of questions
