Is your husband a fresher or he has some kind of job experience?
If he is a fresher and the focus is only job then he can directly join a suitable organisation at a suitable job profile after a B.E. as well.
Otherwise for a core technical profile he might go in for a Mtech. or probably an MBA in distance learning, but I would advise that after some time of work experience.

Government Organizations: The salary varies from to company to company, but on an average graduates are paid from Rs. 14,000 to Rs. 65,000 depending up on the talent, skill and performance of the graduates in test and interviews conducted by the government authorities.
Private Sector: The range of salary offered by private firms varies according to the functioning and other policies of the company. In India companies like TCS, Wipro and Infosys focus on talented graduates who are paid up to 3.5 lac per annum in the private sector.
The remuneration abroad is very high and some company's even pay up to Rs. 60 to Rs

You can go for New CA-Intermediate course through direct entry scheme of ICAI if your percentage in graduation is 55%, since you are a commerce graduate.
You have to do 3 years of articleship but you can give CA-Final after 2 and 1/2 year of articleship.

The various positions for which RBI hire, are regularly advertised in leading newspapers and Employment News/Rojgar Samachar.
For all the Class I posts, that is officers, in the RBI, the Reserve Bank of India Services Board conducts examinations /interviews. You'll need to apply to the General Manager, RBISB in the format published in the advertisements along with all your relevant documents.
The Board follows two different procedures for selection.
1. most of the posts like Staff Officers Gr.'B' and Research Officers in Gr.'B', you are required to appear for-
