Please remember, the history of backlogs would not affect your chances of getting admission in universities abroad as long as you fulfil the eligibility criteria, however please make sure that by the time you apply for admission to the university you must have cleared all your backlogs.
While applying for VISA, please remember all your educational and financial documents are complete and are in order as per the requirement of the VISA officials, if all all your documents are completed and you fulfil all the eligibility criteria then you may surely get the VISA.
