Although, you can go for B.Com after MCA but, it would be difficult through a full time University due to your age so, you can do it through Correspondence or Open Universities. However, I would say that if you have already completed your MCA you should start your career as you have sufficient qualification to get a job in IT field. I would also like to know why you want to do B.com after completing your MCA, as this will help me giving you better guidance.

There are several institutes which accept MAH CET Entrance for their MBA program so; it would be difficult to give you any concrete information on the University which has lower fee structure. However, I would suggest you to go for Government Universities as they have comparatively low fee structure, check with Universities like Mumbai University or PUMBA etc.

You can consider doing your MBA through IMT or Amity University. Both are well received by employers. Although, advisable is that you should opt for a full time MBA through a decent University, reason being that it not only gives you practical exposure & develop your networking & soft skills but also gives better job opportunities. Especially if you are a fresher, moreover, also remember that the preference is always given to the full time degree programme. Advisable is that you should opt for a full time MBA/PGDM through a decent B-School but as you have Graduate Diploma in Business Administration which I am doubtful is not equivalent to Graduation degree program you have to opt for Distance learning programs. As far as its industry recognition is concerned, Distance learning programmes are more useful to the people who have good amount of work experience and want to do a Management program to get growth in their current organization.

English is not the only criteria to do MBA, how are your other skills as in Mathematical and Logical Skills, analytical skills & team leading skills etc. also how well you have scored in your graduation, if you are planning to go for a full time MBA.
For English I would say that you can improve your English by joining any English speaking Institute.

If you really have a flair for writing, I would suggest you go for any creative writing course to enhance your writing skills. Also if you want you can pursue a journalism course through correspondence as journalism also requires a lot of good writers. I am emphasizing more on journalism because its a nice course and by your writing skills you will also educate a lot masses about what is going around them and how will it affect their lives.
