Hi Rahul,
As you have completed your diploma and interested in engineering, I would suggest you to pursue it from New Zealand instead of Germany as in Germany you have to do a 1 -1.5 year bridging course or you have to give an entrance conducted by the University or you have to complete 1 year bachelors from India.
If you do not want to do any of these then you can opt for NZ where Indian class is very much recognized. The expenses will be at least 8 lacs per annum including living expenses. The course duration will be 4 years. As you have already done a Diploma, you can ask for cross credits.
