Yes, it is mandatory to appear for both paper 1 and 2 of SSC JE exam. Both the papers are compulsory as the Paper 1 is conducted to shortlist the candidates for mains exam and is qualifying in nature. On the other hand, the paper 2 (mains) exam is conducted to shortlist candidates for the  Document verification.
 
The final cut off released on the basis of the marks obtained in the paper 2 exam and the document verification. The candidates securing the marks equal to or more than the cut off marks is considered qualified for the exam and gets recruited as per the preferences made by the candidates.
