With 66% it would be really difficult to get admission in top Universities so I would suggest you to look for Private Institutes like Amity, or try with some private Institutes affiliated with IP University.

First of all you need to remember that you have to appear for an Engineering Entrance Examination, without which you would not be able to get in any good Engineering College.

Although, it would be difficult to give you names of the colleges having such a low fee structure and frankly speaking Engineering Colleges are high priced and the fee ranges between 2-5 lakhs. However, you can try with Government colleges in Pune which definitely will have a lower fee structure.
