You 12th marks are good, but your rank is not so good to get into IITs.
I recommend you to look for NIT's, Thapar, GNDu and beside this check admission in Lovely professional University, BITS,. they provide good scholarship schemes, i think as per your marks you have to pay only minimum fee.

Maths is necessary for taking admission in B.Sc -CS. I would recommend you to take admission in B.Sc - IT where only English is required.
Look for admission in some top universities of India as GNDU, Osmania University, Lovely Professional University.

Rishi, there are a few ways to approach this. If you are very good with maths and programming, opt for Computers (BTech or MCA or MScIT). You may decide between them if you like, though industry seems to prefer BTech before MCA before MSCIT.
I am not sure how good you are with maths and programming.
