It is difficult to specify particular college or university names. Every university has different admission requirements, also there are additional requirements you must meet. You must take the IELTS or TOEFL to meet English language requirements. Bachelor degree courses are taught in German language mostly so you must earn a A2 or B1 level certification or take the TestDaf. You can check here for a clear idea:

No, you are not eligible for B. Sc computer science after completing B.Com course. Only science stream students are eligible to apply for a B. Sc computer science course. There is a huge difference.

Hostel facilities are good. There are 3 mess out of which 1 is good. There are laundry services. There is a separate mess for vegetarian food.The food is fine. The rooms in one of the new block are good. Rest are not so good. But every month you need to stand in queue for the food coupons as the food coupons are distributed every month. Also, the rooms are limited. If you don't book early you won't be able to get a room in the hostel. I would suggest taking the hostel at least for the first year.
