Your chances are too less to get the admission on considering your rank in IPU exam. May be there will be some reservation quota seats on which you can think about getting enrolled in any college. Do counselling with end round of colleges if seats will be there you will surely get enrolled.

You are eligible but admissions will be very competitive since universities in Germany admits profiles with scores as high as 90%.
