To get a rank below 7 lakhs is very easy but you cannot get any college.
If you score just 30-50 marks, you can get that rank, but don't set your mind like that.
Hope for the best. You should try to score above 200 marks.

Yes, you can go for BCA even if your maths is weak. Since, you have commerce background that is only sufficient to provide you the background of BCA course.

Hansraj College, Ramjas, Kirorimal, Miranda House, Hindu College are best colleges in North campus in which you can get admission. Other good colleges have a high cut-off.
In south campus, Venkateshwara and JMC are the good colleges.

The last decision is always yours, if you want to work in India then go for Shoolini as its ranked 66th in India among the 236 universities. Also, ranked 4th in private universities of biotech in India. But the scope of growth will be limited from this college and if you are getting an opportunity to pursue Diploma from Canada from a highly ranked university do go for that. It will be a onetime investment and lifelong benefit. More so, it will open greater opportunities for you there.

No, it is not.
Post-graduation Diploma courses are typically for a shorter duration than a full time degree, and they also cost less than a Master's degree. In addition, one can assume, that a PG is for the introduction into a new field of discipline, while a Masters is considered an advanced stage to the initial studies carried from previous knowledge. It is like, Post graduation Diploma can be used as a building block towards the Master's degree.

In general term, ISE deals with only software while CSE deals with both software and hardware. Placement wise, both these branches have similar placements, barring a few companies who allow CSE students and not ISE students. Well, if you're planning to do further studies then, CSE is a wiser choice as currently in my knowledge you can't do higher studies in ISE, you've to do your M.Tech/MS in CSE only. So in that view, CSE is a better option.
ISE is better for only one thing, it has lower cut-offs.
