Yes, of course you can do B.Tech in bio technology after doing 12th. Some universities provide direct admission management quota seats. After doing this there will be more opportunities available for you.

As you are an OC candidate, it seems difficult to get into CBIT.
As of last year (2016), the cut-off rank was somewhere in 3k for OC candidates.

Well, I think it's too early to think about UPSC. First complete your class 12th and then according to your marks and interest opt any Bachelor's degree course. However, it will be better to take any backup also, don't totally rely on UPSC only.
