According to company at a time MBA is better from M.sc.If your background have B.sc,then you doing M.sc.If you have not background B.sc,then you doing MBA.Both are degree nice job purpose.

Well as for considering the gap between your education i.e. of 4 years it seems really difficult to continue with your 3rd year, instead you would have to commence with the engineering course afresh (i.e from the beginning).

For Admission in germany are granted on the basis of previous academic records since you had arrears however if you have clear those arrears then you may apply for the admission.Some engineering programs require a GRE score however TOEFL is a standard test required for programmes that have English as a medium of instruction. IAS & IFS are treated as the better positions out of he IAS, IPS, IFS and other Allied Services. However, candidates have to give their preferences for the positions. The exam is common one, but the selection is merit based on any particular preference of the candidates. Candidates with op positions naturally get their first preference posts.
About qualification, any graduate level candidate is allowed to appear in the exam. Of course for Indian Engineering Services Exam, only Engineering qualified candidates are eligible for the exam.
