You must clear your basics first, GMAT is a test and has no eligibility. You can come from any background. You would need a work experience if you are planning for MBA abroad. This work experience can be any from government job to a cleric. I will strongly request you go through ets.org/TOEFL and IELTS.org and MBA.com, you will find the test schedules here, you can schedule the test as per your convenience, that is you can take the English test after GMAT or before hand, it is your choice.

Yes, you can. The Masters in mass Communication programs require a bachelor's degree with minimum pass marks (say 45% etc.) and they usually have an entrance test and panel interview which determines your aptitude to mass communication. It depends on the affiliated university. I would suggest you to check with the concerned university regarding eligibility before applying.

Eligibility criteria for IIT JAM
All candidates admitted through JAM should have a Bachelor’s degree.
At least 55 percent aggregate marks, without rounding off (taking into account all subjects, including languages and subsidiaries, all years combined) for general and OBC/NCL category candidates, and at least 50 percent aggregate marks, without rounding off, (taking into account all subjects, including languages and subsidiaries, all years combined) for SC/ST and PWD Category candidates in the qualifying degree course.

According to me, USA is the best choice for psychology. The fee structure is high. The fee is around 35 lakhs to 40 lakhs. You have to maintain good score in your Bachelor's degree, and also score well in TOEFL and GRE because with good score in GRE and TOEFL, you can get a scholarship.
