No, you cannot take admission in any of the colleges on the basis of your class 10th marks. You will have to complete class 12th first and then decide to pursue mass communication. Chances could be there but not the high ranked ones. You should start writing to the colleges for profile specific queries and they will guide you. Your IELTS score is low for a post graduate course but you can be offered a pathway or bridge course. It is best you check with the colleges directly before applying and clarify your doubts.
