There are quite a few Universities which offers Doctoral courses in this field like Andhra University,
University of Delhi,
Bangalore University,
BIT Ranchi,
University of Pune,
Jiwaji University,
Jadavpur University,
SNDT University,
University of Punjab and like wise many more.
In M.P, you can look for Makhanlal Chaturvedi University, Jiwaji University, or
Government MLB Arts and Commerce Autonomous College which does offer the doctoral course.

If you will not able to make visa for october intake then you need to contact to the university for the extension of the program generally for international students university has some extensions however if not then you need to apply for the next intake contact the program coordinator for details.
