If you have got a backlog it would be really difficult to get a scholarship not only in college but from outside sources as well. So, I would suggest that if you have financial problems then you should switch to a correspondence program and try and find a Job which will help you completing your studies. In any case don't give up or think of leaving studies in between.

MSC-CS is better than MSC-IT as programming has bright future than networking.
Well, I would advice you to plan for MCA than MSC in IT or CS.
Reason is MCA is full fledged IT Enabled course which is quite equivalent to BE-IT. Also it will help you to enter into IT field. You can find any company's website and they will mostly ask for BE/MCA candidates and not MSC.
Depending on your interest you can plan a good course in:
1. IT Programming/Development (Java,.NET,PHP)
2. IT System Administration (e.g. AIX/UNIX/LINUX)
3. IT Database Administration (e.g. Oracle,SQL,MSSQL)
4. Mobile Application Development (iPhoine, Symbian,Andriod)
