As your interested lies in entertainment. Then you should obviously go for a course in Media. But Media remember Media field is very dynamic and vast as mentioned by other experts.
If you think that you can make mark in the media world, go for a course in the same and let your creativity do the talking.
All the reputed media institutes conduct entrance exams for admissions. The entrance usually consists of question related to aptitude, GK etc.

If you are asking of maharashtra public service commission (MPSC)
Then Graduation from any university is enough,
Following are the baisc eligibility criteria,
Eligibility for Maharashtra civil services exam
* Aandidates are required to a degree in science or Engineering branch.
* Age should be B/W 18 and 28 inclusive of both dates at the exam date.
* Age relaxation to OBC category as their maximum age to apply is 33

To the best of my knowledge, the eligibility for pursuing MA in Psychology is Bachelor's degree in any discipline from a recognized university.
If you are planning to take it as a vocational course, then surely IGNOU is the right choice. However, as you haven't done your Bachelors is Psychology, it might be difficult for you to enter into Psychological fields such as
-Behavioral Psychology
-Clinical Psychology
-Abnormal Psychology
-Educational Psychology
etc.
