Yes, it is possible to pursue CCNA along with B.Tech. Many students opt for part time courses during B.Tech. I understand that it does increase the work load, but it is not too tough. All it requires is efficient time management, sincerity and determination to pursue any course you want.

Try to get admission in NITIE, Bombay for production and operations management. IITs also offer competitive courses in production and operations management. Later, you can prefer IMD, Gurgaon, etc.

This type of combination in regular mode cannot be offered by any university because it is against the guidelines, which is framed by UGC. You can pursue B.Tech through regular mode and mass communication through distance mode from 2 different universities.
You cannot do 2 regular degree from same university or from 2 different universities.

The highest package is Rs 22.5 lakhs per annum with an average package of Rs 6.5 lakhs as of now. The placements are still going on, so the median package is yet to be announced. The fee including hostel charges is Rs 12 lakhs.
