First and foremost, you have to complete your undergraduate degree from a recognised university. You must be academically very strong and sound to be considered for admission in a German university. Normally if we look around, students who apply or being accepted by German institutions are very strong academically and have percentages in the range of 85 to 90% and above. She can do it once she finishes her B.Sc. Whichever college she wants to join all she needed is above 50% in graduation as the graduate degree will be provided to her later, so the college will ask for the last year's mark sheet and the course completion certificate of UG degree that would be enough.

No, you cannot get direct 2nd year admission in B.Com on the basis of Diploma in civil engineering. The minimum eligibility criteria for B.Com is students must have successfully passed class 12th HSC/10+2 (or equivalent Level of Examination) from any recognized Board. Numerous universities prefer candidates with 50% marks for the admission process.

Yes, an engineer can pursue M.Sc in Mathematics. Please check for your eligibility from the criteria mentioned below:
The eligibility criteria for this course in most colleges is graduation in any discipline with Mathematics and English as a main subjects with minimum 50% aggregate. However, institutes prefer students with a B.Sc /BE /B.Tech Degree.

The only way to take admission in 2nd year or final year of B.Com is to do it in correspondance through any of the "Open University". To take admission you must visit there sites as they provide you direct admissions you need not to give any Entrance Exam or Interviews.
