GMAT is the preferred test for those students who are applying for MBA. GRE, even though accepted for MBA, is not the recommended test. You would definitely be required to take the TOEFL as well along with the GMAT.
Also, you are required to have atleast 2 years of full time work experience to qualify for MBA in majority of the universities in US.

Well as you are highly inclined to pursue a career in Law, pursuing a course through the private/ correspondence mode is possible but would generate lesser returns in terms of better career prospects.
The best thing that works towards your advantage is that the eligibility criteria of pursuing LL.B which is to be having a graduate degree from a recognized University. In this case you are eligible to pursue LL.B after completing your Bachelor degree which is B.tech.

With your rank it seems really difficult to get admission even in government Institutes. However, you may try for quota seats for backward classes in government Universities. You can also try for some low rung private institutes which may only require a person to have appeared for GATE.

There are many good private institutes which provide you PG Diploma courses in Banking and Finance such as IFBI, IIFP, and IIBF etc. However if you are looking for a Masters program you can look for courses like MFC provided through Delhi University or M.Com with Banking and Finance as a specialization, however, there are not large number of institutes providing this.

Previously there was no formal course or education required to enter into the business of stock broking but with growing competition the scenario has changed. There is different kind of program which you can opt for depending on your previous educational qualification as you are a BBM you can opt Post graduate Diploma courses in capital market, certificate courses provided by Institutes like NSE, BSE etc. or CFA. The fees structure for MBA differs from one college to another college.
We cannot assume the fees all the MBA colleges.

I don't think you should face any problem in getting a regular college provided you meet the admission cut off percentage and other eligibility criteria.

UPSC is the governing commission for the recruitment in the several govt departments. To be eligible to apply to the UPSC, the eligibility will differ on the type of vacancy but in most of the high end sectors like IAS< IPS, IFS etc the minimum eligibility is a graduate degree from a recognized university and the age not exceeding the limit of 30 years.
